As someone who always for some reason gets hit by bad drivers here is my advice yes you failed to call the cops second of all what you could of done call your insurance let them know driver refused to hand over his insurance information but here or his tags yes they will find the guy and open a claim with his insurance company and you have valid evidence and him admitting fault as well. I only know all of this because first accident was a red stop runner yes guy totaled my old car but got my payout second accident still currently fighting it because dude Is doing insurance fraud because he wants me to pay his past due bills dude yapped too much that made me investigate him and his insurance company but nope I haven’t not sent a dime he can enjoy court instead
