The Universe Arcana and the World Arcana are functionally the exact same thing "The Universe" is just the card's name in Aleister Crowley's Thoth Tarot deck, while "The World" comes from the Rider Waite deck, both representing the completion of the Fool's Journey. In fact, the Persona 3 movie adaptations literally display "The World" card when Makoto reaches this state. Igor’s dramatic reaction is simply because Makoto was the very first protagonist in the series to achieve this ultimate Arcana during his observation, not because the power itself is an exclusive tier. Both Yu and Ren also awaken the World Arcana one at the climax of his final battles and the other after the end of it so through the power of their maxed bonds; none of them hold this power during regular gameplay, Joker is the only one to reach this power when the final fight was already over that exact same tier of power as Makoto (tatsuya probably clear both)

i havent finished p4g but i played the others and joker/ren just seems the strongest narratively also both defeated gods and with only diffrence being ren didnt have to sacrifice himself to achieve that also makoto only sealed nyx and ren just straight up killed a god
