At no point in the cannon does it say Rhaegar is a dragon dreamer nor does he receive prophetic visions. Rhaegar learned about The Prince That Was Promised prophecy through text and his extensive correspondences with Maester aemond who was a dragon dreamer. Also GRRM has clarified Robert at that time was a "giant among princes" and “the fiercest warrior of the realm”. He highlights that Robert’s combat prowess was uniquely elevated by his psychological drive unlike Rhaegar, who fought out of a reluctant sense of duty Robert fought out of sheer visceral fury. "Baratheon's ferocious strength and his thirst to avenge the shame brought upon his stolen betrothed proved the greater”.
