Something is not right on the 1st respondents' protocol. They need to assume 1st, the content is toxic before examing it barehand and working with no PPE in such scenario or accident should never be encouraged or permitted . The 1st respondents should have put on hazmat PPE that easily retrieved from train compartment and at station platform. SPF and subway operators really need to revisit their emergency response protocol and hardware.
