mandatory set of40 road safety questions should be required for all e-scooter riders aged 18 and over. No formal course required, but they must know the answers. Two, Gardaí should be able to stop an e-scooter rider and ask some of these safety questions. If they can’t answer, the e-scooter can be held temporarily. The rider should have up to ten days to learn, pass the questions at the Garda station, and collect the scooter. Three, the same rules should apply to e-bikes. The rules should be more flexible for people aged 25 and over, allowing them to drive without a fully licensed accompanying driver, as people in this age group are generally more mature and more aware of their own safety and others’ safety on the road.
