No. The Golden Horde was a Mongol (specifically Jochid) khanate, not a Kazakh one. The Kazakh Khanate came later as one of its successor states. Kazakhs are among the main modern heirs of the Golden Horde’s eastern nomadic population and political legacy, which is why the connection is strong. But the Golden Horde itself was a Mongol-founded khanate that later became Turkicized—not a Kazakh Khanate
