It is argued that statewide elections can currently be decided by large population centers like Kansas City, St. Louis, Springfield, and Columbia. Requiring approval in all eight congressional districts ensures rural and suburban Missourians can’t be outvoted by urban areas alone. Currently, measures can be passed but not necessarily supported uniformly across all regions of Missouri. Supporters see Amendment 4 as a way to ensure future constitutional changes have broad support across the state. Opponents see it as changing the rules after several high-profile citizen initiatives succeeded, making it harder for voters to bypass the legislature. It’s also worth noting that Amendment 4 contains other provisions, including prohibiting foreign nationals from contributing to ballot measure campaigns and increasing penalties for certain petition fraud offenses, but the most significant change is the new approval requirement for citizen-led constitutional amendments.
