A floor without a cap does not solve the problem because large market teams spend more than smaller teams can afford to match. Both a floor and Cap are necessary to fix the issue.

Yes, because the deck is stacked against real people. The salary cap is meant to keep real people down and further enrich billionaires. Say NO to a salary cap!
