And before you say Quran 24:31 commands hijab, let me first acknowledge that khimar refers to a head covering, since people tend to misunderstand my argument when I call it a garment. The question is not what a khimar was: the question is what the verse is commanding. Quran 24:31 tells believing women to draw their khimar over their chests. The wording “their khimar” refers to a garment they already possessed and wore. It is not introducing the khimar as a new universal garment that all women must adopt. The Quran was revealed in 7th-century Arabia, so we have to distinguish between the cultural practice being used and the principle being taught. The verse uses an existing garment to fulfill the command: covering the chest. If the command were for every society to wear a khimar, the Quran would need to establish that. Instead, it assumes the garment already exists and instructs them how to use it. The universal instruction is covering the chest, not adopting a specific cultural garment.
