Confirmed by creators that raava returned to the size from before she met wan. This is a 50% raava . the strongest connection to raava would be in 5k years because i envision it as after Hv , equalizes , then it gradually increases in influence towards the victor in which after 5k years there influence tops off , then dies back down to 50% for next HC

According to canon, Raava is currently in her most powerful form, as Vaatu has never been erased from existence. Once Vaatu vanished, all the spiritual energy of the Spirit World came under Raava's control—a fact confirmed in Season 4. Avatars no longer even need a staff; they are all-powerful as it is.
