He's incorrect. The law is The Royal Parks and Other Open Spaces Regulations 1997. Park bylaws are not the same as English law relating to walking down the road. In the Mall he is not allowed to film with the intention of showing the public, broadcasting in other words

Here’s the thing. There’s lots of case law which states a police officer does not need to cite specific laws they need only suspect a law is being breached to act. And it’s the Royal Parks & other Open Spaces regulations 1977 that gives the police the powers to restrict access at any time to anyone on the Mall.
