I think there is a deeper reason for that. US is an immigrant society with multiple ethnicities. People need to be friendly to establish a common ground of some kind. 92% of Chinese are Han. We share a lot of the same history, language, culture, and ethics. So we don't need the small talk.

Completely agree, generally speaking the English speaking countries tend to develop a highly spontaneous civil culture, it is not just simply fake friendliness or small talk, it is almost a societal test or shibboleth between individuals, your accent and on the spot reactions or knowledge serves as a personality reveal. 😬
