Remove rural homes from China's homeownership stat and the number drops from 90% to 75%. In a 2010 census analysis by JLL, close to 50% of the households counted in China's homeownership statistic were rural. Rural homeownership is close to 100%, with 95% being self-built housing. That inflates the national number enormously. But those rural homes are not what a Western reader imagines when they hear the word "homeowner." These are houses built on collectively owned village land. The household holds the dwelling. The village holds the land underneath. They cannot be legally sold to anyone outside the collective. A four-room brick farmhouse in a hollowed-out village in Hebei, with the original family living in cities a thousand kilometers east, counts as "owned." It also can't be sold, often can't be mortgaged, and has zero liquidity. The Chinese government estimated 11 million hectares of homestead land at the end of 2019, much of it in villages whose working-age populations have migrated away. A 2022 study put it plainly: rural housing in China is segregated from the urban housing market. It provides residential and status function without an investment function. These homes cannot generate wealth, cannot be traded, cannot help their owners buy into the cities where they actually work. At 75% urban homeownership, China is in the same range as Italy or Spain. Not the world-historic anomaly the headline number suggests. The 90% figure isn't wrong. It's just measuring something no one outside China thinks it's measuring.
