Training your waist won’t make it smaller, in fact training obliques may make it slightly bigger. the only feasible way is to grow your quads, glutes and other leg muscles to make true your waist smaller in comparison

Ive heard training your shoulders to be wider and your hips can give the illusion of a more hourglassed body shape. Im not sure if this works but perhaps if you do some decent research on it it could help! [cute]

how do you even get the figure tho. im guessing you have to have healthy estrogen levels during puberty and after for the fat to store near your hips while still being relatively low bf to not have that much fat around your waist + leg muscles ofc like glutes but its prob just genetic as f.
