THERE IS ONE Russianfood.com has a tagging system for ingridients and cuisines! it is, of course, in russian, but you can use the built in google translate I think a lot of the recipes have photos of the steps too!

my hot take is EVERY site should be using similar tagging systems! Ao3 is phenomenal for it, it boggles my mind that the structure never took off elsewhere.
