the biggest question would be the threshold of likelihood. sure 90% is probably cool enough to arrest someone but how do we evaluate a 50%? 49? does this threshold account for severity of crime? do we start the sirens for ol granny jenkins who has a 95% to commit jaywalking because shes got dementia? how would you index the severity of a crime to modify the threshold?
