UEFA has the power because it has the richest leagues and the richest clubs, but mostly it’s because it has the majority of the best national teams and the main audiences. A World Cup without European teams would be seen as illegitimate. There would be no European audience, most of the worlds best players would not be there, so the sponsorship would not exist to the same level. Worse, UEFA would likely create it’s own World Cup and invite other nations to join.

Also. 7 of the 8 final teams in this World Cup were from Europe! Remove any of the 6 federations and it’s not a World Cup anymore.. but without Europe.. the peak of the competition is gone too
