It’s the same as calling basically so don’t use it unless your have an in progress or life threatening emergency. Otherwise it’s misuse. And it ties up a 911 line

Yes you can text 911. It’s used in events such as DV where you’re not able to talk freely, if you’re deaf or hard of hearing it’s easier to text people than talk otp, or cases of traumatic injuries that prevent you from talking on the phone
