Under the U.S. Department of Transportation (DOT) regulation enacted in 2012, the mandatory 24-hour cancellation (or 24-hour price hold) rule applies only to tickets booked at least 7 days (168 hours) before the scheduled departure date.
Flights departing within that 7-day window are legally exempt from the federal mandate. While individual airlines are permitted by the DOT to offer more flexible policies for last-minute bookings if they choose to, many strict carriers simply align with the baseline legal minimum and do not offer free 24-hour refunds on tickets bought inside the 7-week/day threshold.
