Blanche has ham fisted this whole thing, but the main reason for the accidental victim releases is the super short deadline to release (from EFTA passage to release) coupled with the huge amount of material and the relatively few personnel that were set to reviewing the redactions. They basically only had time to review samples of the redacted documents.

The law is irrelevant. If the people in power are the ones who will suffer upon release of the un-redacted files, it's not gonna happen. There are existential consequences to releasing it, and none for ignoring the order.

Our law system functions out of trickery of words. Speak clearly. Why use an even more confusing form our stupid language (legalese)? It’s intentional. It’s wrong. Thanks for this explanation. I still don’t understand. But you did an excellent job.
