Wrote this in a letter on the 13th November 1787 to William S. Smith, talking about Shays' Rebellion. His points were that Occasional Unrest is part of keeping a Republic h Healthy and Preventing Tyranny. Also When Jefferson wrote "The Tree of Liberty Must be Refreshed from time to time with the Blood of Patriots & tTyrants", he wasn’t calling for constant Revolution. He was making a few specific points: *1. Rebellion is normal, not proof of failure* He’d just seen Shays' Rebellion in Massachusetts in 1786-87. People in Europe were calling America "anarchic." Jefferson pushed back: "What Country before ever existed a century & half without a Rebellion?" He meant: 1 rebellion in 11 years across 13 states is actually pretty tame. It shows the system is working, not collapsing. *2. Liberty needs Vigilance* "The people can not be all, & always, well informed" and Rulers will Drift toward Power Unless "Warned from time to time that their people preserve the Spirit of Resistance". The "Tree of Liberty" is a metaphor for American Freedom. Like a Tree, it needs Maintenance. For Jefferson, that Maintenance was the Willingness of Citizens to Resist and, in Extreme Cases, Fight. *3. It’s better than letting Things Rot* "Let them take Arms. the Remedy is to set them right as to facts, Pardon & Pacify Them". He thought a Few Lives Lost "in a Century or two" was Worth it Compared to the "Lethargy, the Forerunner of Death to the Public Liberty". He was more Worried about Tyranny than Disorder. So he didn’t mean "we should have rebellions all the time." He meant: a free people will occasionally Push Back, and that Pushback — even Messy — is Healthier than Quiet Submission to Bad and Tyrannical Government.
