Many can't understand the Dr's point: lets read about : The Abuja Declaration of 2001. All heads of African countries agreed upon funding their national budgets with minimum of 15% and passed by WHO UN summit but Uganda funds 7% for Health from its national budget. so the health budget is working in negatives, let's focus at this fact than the politics of Nameere, Balamu, RDCs in health facilities. The facilities have nothing inside them apart from buildings
