@arrestcamarchives: Body camera footage released by the Daytona Beach Police Department shows an officer-involved shooting on August 29, 2020, at an apartment complex at 1629 Espanola Avenue in Daytona Beach, Florida. Daytona Beach Officer Dominic Besse and Holly Hill Officer Luis Lugo responded to an anonymous tip about a person wanted for attempted murder. A witness told officers the suspect, Michael Harris, was inside an apartment with a gun or had jumped out a window. When Besse pushed open a door inside the apartment, he was met by gunfire; he was struck in the chest but saved by his bulletproof vest. Officers returned fire and Harris was found in a bedroom, where he died at the scene. The police response began after an anonymous tip regarding Harris, who was accused of shooting a woman in the back earlier that month and was wanted for attempted murder. The Florida Department of Law Enforcement investigated the shooting, as is standard for officer-involved shootings. Based on the FDLE findings, State Attorney R.J. Larizza notified FDLE Special Agent Chris Shepard on December 15, 2020, that his office would not take any action against either officer, clearing both Besse and Lugo. The allegations against Harris are accusations, not convictions; he was never charged or tried due to his death, and the officers’ clearance is a prosecutorial decision, not a judicial determination of guilt or innocence.
