Im so glad they added this because this was always a question of mine I wondered if there was ever a tribute or incident where tributes ate other tributes from the lack of resources and food. Most of the districts are starving and extremely poor, so it would make sense, sure they feed them before the games basically their last meals but that doesn’t make up for years of malnutrition.

Cannibalism probably reminded them of the dark days where people ate others if they were desperate enough to live. It’s both a shameful reminder of the Capitol’s darkest time and that the people in the Districts are more similar to them than they think. By seeing someone commit the same depraved act, they’d be forced to acknowledge they are either just as lowly as the Districts or the Districts are just as human as they are.
