If state agencies can lie under oath without consequence, and courts remain silent—issuing no subpoenas, imposing no sanctions—then justice has been replaced by impunity. Those implicated in deception and abuse continue to enjoy protection instead of prosecution. Accountability has become selective, and the law applies only to the powerless. Uganda claims allegiance to both domestic and international law. Yet when neither is enforced against the security apparatus, those legal commitments become meaningless. The international community, regional bodies, and human rights institutions must not look away.
