Since 12 June 2026, new EU asylum rules have been in force. Anyone applying for asylum in Ceuta is still entitled to an individual assessment, but the border procedure is now much faster. Applicants from countries with a low recognition rate for asylum, such as Morocco, remain at the border during the procedure and, if their application is refused, are in many cases returned more quickly. Submitting an asylum application does not give someone the right to enter Europe or to move freely within the European Union. For the average Moroccan applicant with no individual grounds for international protection, the likelihood of being granted a residence permit is low. It is worth noting, however, that no one has “no chance” at all. Every asylum application must be assessed on its own individual merits. For many Moroccan applicants the chances are low, but they are not zero.

È comprensibile che gli abitanti di Ceuta provino paura, insicurezza e la sensazione di aver perso il controllo della propria città. Quando una popolazione entra in modalità di sopravvivenza, tende a cercare subito qualcuno a cui attribuire la responsabilità. Ma anche coloro che arrivano hanno paura. Molti si sono lasciati alle spalle la povertà estrema, la violenza o la mancanza di prospettive per il futuro. Hanno perso la loro casa, i loro legami e tutti i loro punti di riferimento, e alcuni hanno rischiato la vita in mare. Comprendere la loro paura non significa negare quella degli abitanti. Allo stesso modo, possiamo mettere in discussione le decisioni politiche o giudiziarie senza affermare che una sola decisione spieghi l’intera situazione, né trasformare il Presidente del Governo o i migranti in capri espiatori. Le migrazioni sono anche il risultato di conflitti, disuguaglianze e politiche accumulate nel corso dei decenni. Gli insulti non risolveranno nulla. Affinché la situazione si calmi, dobbiamo innanzitutto uscire dalla logica della ricerca di un nemico: proteggere gli abitanti, trattare con umanità coloro che arrivano e analizzare le vere cause che ci hanno condotti fin qui. Due paure non dovrebbero trasformarsi in odio. Dovrebbero, invece, aiutarci a comprendere che nessuno abbandona tutto ciò che conosce senza una ragione profonda.

Cuando una población entra en modo de supervivencia, busca responsables inmediatos. Pero quienes llegan también tienen miedo. Muchos han dejado atrás la pobreza extrema, la violencia o la ausencia de futuro; han perdido su hogar, sus vínculos y todos sus puntos de referencia, y algunos han arriesgado su vida en el mar. Comprender su miedo no significa negar el de los habitantes. Del mismo modo, podemos cuestionar las decisiones políticas o judiciales sin afirmar que una sola decisión explica toda esta situación, ni convertir al presidente o a las personas migrantes en chivos expiatorios. Las migraciones son también el resultado de conflictos, desigualdades y políticas acumuladas durante décadas. Insultar no resolverá nada. Para que la situación se calme, primero hay que salir de la lógica del enemigo: proteger a los habitantes, tratar humanamente a quienes llegan y buscar las causas reales que han conducido hasta aquí. Dos miedos no deberían convertirse en odio; deberían ayudarnos a comprender que nadie abandona todos sus puntos de referencia sin una razón profunda.

من المفهوم أن يشعر سكان سبتة بالخوف وانعدام الأمان وبأنهم فقدوا السيطرة على مدينتهم. فعندما يدخل مجتمع ما في حالة البقاء، يبدأ في البحث عن مسؤولين مباشرين عمّا يحدث. لكن القادمين يشعرون بالخوف أيضًا. فقد ترك كثير منهم وراءهم الفقر المدقع أو العنف أو انعدام الأمل في المستقبل، وفقدوا منازلهم وروابطهم وكل معالم حياتهم، بل خاطر بعضهم بحياته في البحر. إن تفهّم خوفهم لا يعني إنكار خوف السكان. وبالمثل، يمكننا مناقشة القرارات السياسية أو القضائية وانتقادها، من دون الادعاء بأن قرارًا واحدًا يفسّر هذا الوضع بأكمله، ومن دون تحويل رئيس الحكومة أو المهاجرين إلى أكباش فداء. فالهجرة هي أيضًا نتيجة صراعات وتفاوتات وسياسات تراكمت على مدى عقود. والإهانات لن تحلّشيئًا. ولكي يهدأ الوضع، يجب أولًا الخروج من منطق البحث عن عدو: حماية السكان، ومعاملة القادمين بإنسانية، والبحث في الأسباب الحقيقية التي أوصلتنا إلى ما نحن عليه اليوم. لا ينبغي لخوفين أن يتحوّلا إلى كراهية، بل ينبغي أن يساعدانا على فهم أن أحدًا لا يتخلى عن كل معالم حياته من دون سبب عميق.
