Like most cops he doesn't know the law he's trying to enforce, the problem these days is cops get absolutely no training. They used to have to be in great physical shape but you look at most cops don't look like they can run a block without falling out and they're not in the law they're trying to enforce they're not trained in de-escalation and they also think having someone fear them is a form of respect which is not because of your community respect you you're gonna get a whole lot more help from them you're gonna have better encounters with them but nobody cares about that these days💯💯💯

In AZ cops can't be a complaining party in most misdemeanors that require a victim like disorderly but if you are disorderly around public and the cop sees it but no one complains about it they can arrest you and it is a legal arrest.
