use hit analysis first of all, its better and a little more accurate - second of all what you see and what the server sees are two diffrent things. you might have shot him just to the right of that non pen spot, but the server checked where you hit him, saw that you hit the non pen spot, and sent back a non pen packet. the top left window is client sided, but the damage is server sided. idk if this is your or his fault, but thats the correct explanation.
