An important point to mention is that Ceuta and Melilla were never under Moroccan control as a nation-state in the modern sense of the term. Ceuta, for example, was legitimately conquered by Portugal in 1415. It cannot simply be described as "colonization," since it was the result of a war. In other words, Spain did not colonize Ceuta in the 16th century, Portugal had already possessed it since the beginning of the 15th century. It later became part of the Spanish Monarchy through the Iberian Union under Philip II. Even tho, there is no such as dynastic continuity that could be used to argue that Ceuta or Melilla are Moroccan by historical right without resorting to theories that are, quite literally, based on racial assumptions. The Alaouite dynasty, which still rules Morocco today, never exercised sovereignty over either Ceuta or Melilla. Furthermore, throughout history, several treaties signed by Moroccan sultans recognized Spain's sovereignty and territorial integrity over Ceuta and Melilla
