sounds like a spell, the sand is probably salt which is a common base for spells. It's a common understanding that you shouldn't do a spell without consent, but that doesn't necessarily apply to baneful spells or hexes/curses. So I don't think it would have positive intentions. using someone's hair is a very easy way to link the person to the spell.
