When using jello with cake you can’t cover the cake with icing so it holds to cake. It’s just a tip. I did a Minecraft cake years ago and did jello for water.

I don't make cakes but the icing under the jello is the problem. I do construction but I think this would apply: rougher texture. no icing under the jello part
