this is caused by naivety. many of these young men thought once you are in Europe you immediately have free housing and great salaries. once they're there they couldn't even get water and food so they head back to Morocco after discovering the truth.

I am surprised by how well Ceuta manged the situation despite being stabbed in their back by the government and the high court. But apparently all it takes is to close all the shops and restaurants and people will return when hungry.
