In reality, it's one of the most broken abilities in the entire Naruto series. Limbo creates invisible clones that exist in a parallel plane. Unless someone possesses Six Paths chakra or a Rinnegan, they can't see, sense, or directly interact with them. That means almost every shinobi in history would be completely defenseless against the technique. These clones aren't weak, either. They can physically overpower Tailed Beasts, block powerful ninjutsu, intercept attacks, and restrain opponents without ever revealing their presence. To everyone else, it would seem like an invisible force was attacking them. The only reason Limbo didn't completely dominate the Fourth Great Ninja War is because Naruto gained Six Paths Sage Mode and Sasuke awakened the Rinnegan, allowing them to perceive and counter the clones. Before that, Madara was essentially fighting with invisible, untouchable copies of himself.
