didn't state that saddles are level locked. while you can get the pal earlier, to be able to ride it or use it partner skill, you have to be able to unlock it. which is level 69, sooo

Or you can go to where it spawns and steal the eggs because the area where it is a boss it always responds with a nest in the eggs near that location will always be that specific one
