Neither observation establishes deliberate state intent. The arrival and return figures do not track the same fixed group. Ceuta is Spain, as Gibraltar is England. Both Ceuta and Melilla belonged to Spain since the past 400 years at least, way before the Kingdom of Morocco existed. Which is funny because you can’t say the same about Morocco, that occupies Western Sahara
