Absolutely. I'm a landlord. What I do is I bring an artisan before the tenant leaves so that an estimate of the repairs is done. Once it's done, I refund the balance of the deposit to the tenant on the spot before the tenant vacates. If the house has no repairs I refund everything immediately. Tenants too have urgent financial obligations. But some tenants insist on staying on the deposit as (last rent) which is not in the agreement - and they get really upset when a landlord disagrees.

Tenants, let this guy not lie to you. It is called a security deposit, not rent deposit. He is only right to the point that the deposit “should” not be used as rent.
