From GH¢60.86bn Bank of Ghana Losses to GoldBod: Ghana’s Gold Strategy Faces the Test of Time From KOFI360NEWSGH News Desk Ghana’s renewed debate over the financial cost and economic value of its gold-purchasing strategy has brought fresh attention to the country’s past economic challenges, particularly the GH¢60.86 billion loss recorded by the Bank of Ghana (BoG) in 2022. According to the BoG’s 2022 Annual Report, the central bank recorded a loss of GH¢60.86 billion, largely linked to the Domestic Debt Exchange Programme and impairment of government securities held by the bank. The figure provides important context for current discussions surrounding the Ghana Gold Board (GoldBod), which was established to formalise the gold trade, reduce smuggling, strengthen foreign-exchange inflows and retain more value from Ghana’s gold resources within the economy. A University of Ghana technical report estimated that the broader macroeconomic benefits of GoldBod could outweigh reported trading losses, citing an estimated benefit-to-cost ratio of about 18:1. GoldBod has also stated that its programme mobilised more than US$10.8 billion in net foreign exchange in 2025. Meanwhile, the IMF has highlighted financial risks associated with central-bank financing of gold purchases and supported the transfer of the Domestic Gold Purchase Programme from the BoG to GoldBod to improve accountability and reduce financial risks. Ghana’s long-standing gold-smuggling problem further underscores the importance of the debate. Reuters, citing SwissAid research, reported an estimated US$11.4 billion discrepancy between Ghana’s artisanal and small-scale gold exports and corresponding imports over five years. The real test, therefore, is not simply whether GoldBod records a profit or loss in a particular period. Ghana must determine whether its gold resources can generate sustainable foreign exchange, strengthen reserves, reduce smuggling and increase domestic value addition. GoldBod has announced that from September 1, 2026, unrefined artisanal gold dore exported by self-financing aggregators will be prohibited, with the gold required to be refined domestically before export. Financial costs must be transparently reported and audited, while the wider economic benefits must also be properly measured. Ghana cannot afford to lose billions through gold smuggling while overlooking the potential benefits of formalising the sector. The ultimate question is whether Ghana can build a transparent, financially disciplined gold industry that keeps a greater share of the value of its natural resources within the Ghanaian economy.
