The Chryslers lane was a right turn only. Changed lanes at the last second to continue straight through the intersection. Happens all the time at this intersection.

He has a blinking yellow turn light not a green arrow. 3 cars passed on his left before he made his turn. I highly doubt all 4 cars ran a red light. Turning car is at fault.
