Sis, your question of " ...U and I should see if it could cause FEAR and PANIC... " is a highly political one. It's almost impossible to obtain a public consensus due to its EXTREME SUBJECTIVITY. I think the FEAR and PANIC threshold determination lies in the hands of the STATE PROSECUTORS or THE JUDGES. In my view, this highlights a VULNERABLITY in the ACT as it replaces RIGID OBJECTIVE PARAMETERS required by criminal law with elastic terms like ALARM or DESPONDENCY. In effect it could facilitate a swift arrest or sometimes nullify a valid case depending on who is in power. 🙏🙏
