Generally, Sri Lanka’s gem industry generates less than 400 million USD, but our target this year is to reach 1 billion USD. To achieve this, there were two main obstacles. The first was the barrier to importing rough gemstones into Sri Lanka. We have now removed that restriction, allowing traders to freely import rough stones. The second major barrier is the heavy taxation on exports, including a 20.5% VAT and several other surcharges. Because of these taxes and fees, dealers often question why they should export gemstones through official channels when alternative methods exist. They can exchange money through informal channels like the Undiyal system and export gemstones via unofficial routes. As a result, a substantial volume leaves the country unaccounted for in official national revenue. For instance, if you visit an international gem exhibition, no gems are traded without Sri Lankan Blue Sapphires, Ceylon Blue Sapphires and Ceylon gems are an absolute must. Yet, a single display showcase at an exhibition can hold over 1 billion USD worth of gems. We see Ceylon gems everywhere, yet our country's declared revenue remains under 400 million USD per year. One has to question how they made their way out. An audit on rough gem imports revealed that while 14,000 kilograms were imported into Sri Lanka, less than 6,000 kilograms were recorded leaving that year, even though the stones certainly do leave the country. Our position is straightforward: increasing the revenue of the National Gem and Jewellery Authority makes no sense if national export revenue drops in the process. For too long, the focus has been solely on the Authority's internal earnings rather than the country’s overall economic gain. We must liberalize this industry. While doing so, we will maintain close oversight. We have recently set up a VAT refund counter at the airport for tourists purchasing gems, ensuring they can reclaim their tax upon departure. Knowing they will receive a refund encourages tourists to buy more gemstones directly from Sri Lanka. Furthermore, we have requested space at the airport to establish dedicated Customs and Gem Authority clearance counters so that gems can be cleared and traded freely 24/7. The greatest demand in this trade lies in our cutting and polishing #expertise. Whether rough stones originate from Madagascar, Tanzania, or Kenya, Sri Lanka possesses the world's finest cutting and polishing craftsmanship. While rough stones from Madagascar also go to Dubai, Hong Kong, or Bangkok, none of those hubs match the global reputation of Sri Lankan lapidary work. Whether at exhibitions in Bangkok or Hong Kong, the industry widely recognizes the exceptional quality of Ceylon gems, and we have fully recognized this competitive advantage. #CeylonGems #SriLankanGems #SriLankanSapphire #kallistagems
