We see this to a lesser extent in the USA, for example with police wanting bus shelters without roofs to protect from rain so that it is easier for police helicopters to see people inside the shelter from above.

That explains so much as to why some places in London look the way it looks, and it’s an incredibly depressing reason. That’s especially true because the police don’t do that as soon as the same place is privatised, e.g. the private parks that are all around London
