After Rome fell in 476 CE, the Church used Rome's exact government structure and laws to survive, becoming Europe's primary leader. The two institutions are linked through four major historical steps: Legalization: In 313 CE, Emperor Constantine issued the Edict of Milan. This made Christianity legal and stopped government killings of Christians. Adoption: In 380 CE, Emperor Theodosius issued the Edict of Thessalonica. This made Nicene Christianity the official state religion of the Roman Empire. Government Structure: The Church copied the Roman government's map. Church territories, called dioceses, matched Roman provinces. The Pope took the title Pontifex Maximus, which was previously the title of the Roman Emperor.
