Honestly it doesn’t make too much sense to blame Peter given Wanda had a collar already in the MCU. Peter’s was broken by both him and Jean. Sure he made a different version of the inhibitor but Bruce and the USGovernment already had similar technology

It sucks too cause Peter will 100% regret it and blame himself but given his situation and the info he had at the time, he didn’t have that much of a choice. His intentions were pure so I can’t be mad at him. Also it’ll be super interesting to see how much blame the mutants put on Peter for making the prototype that muzzles them. Hopefully they’ll understand but knowing how the mcu is Peter/Jean will only have a chance to explain until after a fight breaks out.

The worst part is, since he’s the one who invented it, he’ll drown himself in guilt but the DODC would’ve created it anyway, actually if we remember Deadpool 2 they already have mutant power repressing collars, Peter just made them smaller and more effective and probably just fast forwarded a project the DODC was already on
