It's nothing special for Artists to do this type of stuff a lot of places hire artist to do this or similar things. The woman has no authority at all and I understand how annoying it must be if every second person things they are the law wants to see the permit and steal time from the workers

I’ve had this happen actually. I was like you can ask the owner she’s inside I don’t have time to deal with you I have 3 days to complete what I need to do. She claimed the chemicals were bad for people on the street I just said then you can gladlywalk away it is the outdoors ma’m no one is asking you to supervise it.
