Apple Pay’s very low license fees to ARM (30 cents a chip or less) and has an architecture license; they design their own cores from scratch using the ARM instruction set they don’t use pre designed cores. So they already have the freedom to do whatever they want and the only thing they would gain by switching to RISC-V would be not paying the license fee.

You forget the most important part here: most of them (except Apple) don’t just license the instruction set, they buy ready made cores. That’s literally engineering it would cost hundreds of millions to make themselves. And RISC-V is free - the instruction set. But not the cores. You will have to buy that, or develop it. Without this information, your comparison doesn’t really make any sense. It’s like the difference of licensing a right to perform a song vs the license to use someone else’s recording of that song. And if the copyright of that song has expired, you don’t have to pay a license to use it but you still have to either perform it yourself or pay for someone else’s recording.

RISC-V has mature compiler support, it *is* the chip architecture which is the problem! The instruction set might be license-free, but designing a chip architecture to make use of it is still an awful lot of work. You have to license a pre-designed core from another company or design your own, and those are lagging behind Arm and x86 ones and are still going to cost a lot of $$$.

RISC-V is only architecture, on paper. Basic design, on paper. It is open and flexible to allow addition, customization. Actual chip design is done by adaptors around the world. All are different. The actual making of RISC-V chips complex, proprietary with all manner of secret components and features including instruction set extensions. The only real benefit is no license and complete freedom.
