The propaganda isn’t to convince the people who are against the surveillance state. It’s to reinforce the idea that this invasion of privacy is justified to people who are already supporting the use of these tools so they don’t second guess it. Your local police will see this movie and it will pacify them by letting them think “See! It’s okay cause spiderman does it too.”

I’d say it’s because of the worlds they are in that it’s not as big of a deal. Spider-Man BND is in a world where world ending events are widely known so the ends were visible enough to justify the means. The MCU world survived the Snap, had giant celestials popping out, alien invasions, etc. Surveillance was a huge concern in Dark Knight as that’s not world ending stakes every other year. The public and moral implications are just on a different level when existential threats are common.

I've been watching interviews for this movies and tom holland talked about how he originally wanted to go.darker with certian things but couldn't because they needed to appeal to children. which probably another reason they don't bother exploring some of the darker things in this.
