Because the cop made that person pull onto the side of a dangerous highway they were struck and likely seriously injured. Probably for going 5 miles over. But golly, sure glad the cop is okay!

getting hit in a car is much safer than getting hit while out in the open. that's why it emphasizes the cop. we can all agree that if the cop got hit, he would have taken much more damage than the guy in the car that got hit.

Officer is liable for all damages. That car wouldn’t have been stopped on the shoulder if the officer did not pull it over. The officer created a life-threatening situation and must be held responsible.
