they have the wires however let's say you get the button for rear window wiper the wiper motor will not magically appear

People see a factory connector and think the option is already there. Not necessarily. The wiring can be incomplete, the required components may still be missing, and the vehicle often needs dealer-level programming to make everything work. Even then, some dealers won't touch retrofits. It's rarely as easy as people make it sound.
