Just like in the pilot episode, they often leave one survivor alive to spread fear and warn the living that the Army of the Dead is coming.Sam Was Not a Threat: Sam was crying, unarmed, and paralyzed by fear. To the White Walker, he was completely harmless and not worth delaying the march to the main battle.Perspective Trick: Director commentary suggests the White Walker actually didn't see him. The scene used clever editing to make it look like eye contact, but Sam was hidden behind the rock while the Walker was just looking ahead at the Fist of the First Men.
