Reagan did several "speeches" at key places AND dates. It was a dog whistle to the same people that are Trump and MAGA today. Same ones that were confederate south... probably were even the Monarchists during the War of Independence (from King George of England).

It's about effectiveness and plausible deniability, not just for the politicians, but for supporters, donors and voters. Who doesn't want "tough on crime," "strong borders," etc. They think that only dogs hear the dog whistles.
